closed(Admin) Recruiters – Duplicate phone numbers are allowed while creating recruiters issue:

Current Behaviour:
- The system allows creating multiple recruiters using the same phone number.
- No validation message is displayed for duplicate phone numbers.
Expected Behaviour:
- Instead, the system should not allow duplicate phone numbers for recruiters.
- A validation message should be displayed, such as “Phone number already exists.
